Liberty Utilities is pushing steep electric rate increases onto our community to pay for a wildfire they caused — without an independent investigation, transparency, or meaningful input. This violates the Commission’s constitutional and statutory duty to ensure rates are “just and reasonable.”
Since Liberty acquired the utility in 2011, California has never modeled the energy demand as they do for larger utilities rate making oversight. Instead, the state has relied solely on Liberty’s self-serving numbers, ceding oversight to a for-profit monopoly.
These increases will hit residents and small businesses hardest. The Public Advocates Office has admitted it is “too busy” to fully represent Liberty customers in this proceeding. Meanwhile, the CPUC is fragmenting oversight across multiple rulemakings — from residential demand fees to climate credit redistribution — making it impossible for our community to be fairly heard.

That’s why Tahoe Spark has formally moved the CPUC to:

- Freeze rate hikes until localized demand modeling is completed
- Convene an in-person public listening session in Tahoe — not just failed Zoom hearings
- Investigate Liberty’s wildfire cost recovery and insurance practices
- Evaluate the cumulative impact of all active CPUC rulemakings on our rates and find a solution that holds Liberty accountable and protects public interest

This fight is about energy equity, wildfire resilience, and protecting Tahoe’s community from unjust costs. While CPUC considers redistributing our climate credit to hotter regions, Liberty customers already fund efficiency programs we cannot even access.
