TAHOE SPARK (Supporting Permanent Affordable Residential Kilowatts), is a committed advocacy organization and 501(c)(4) nonprofit, dedicated to advocating for Liberty Utilities (CalPECO) customers. Our team comprises specialists in energy, regional planning, and public policy, supported by legal experts and expert witnesses in rate-setting matters. We emphasize transparent communication with Liberty Utilities, the California Public Utilities Commission (CPUC), and local governments on behalf of our permanent residents to secure energy at affordable rates.

Our Mission

Our mission is to ensure access to clean energy, safe infrastructure, and equitable rate setting for permanent residents across Plumas County, Alpine County, El Dorado County, Placer County, Sierra County, Mono County, Nevada County, and the City of South Lake Tahoe, California.
